According to a contact I have in a state department of education, both the House and Senate appropriations committees have zeroed out the Title IV budget for 2011. My source adds: “Apparently the new administration is not a fan of formula grants and would like to completely reorganize or dismantle Title IV. Of course politics does play into this and we’ve heard that Bill Modzeleski (associate assistant deputy secretary of OSDFS) threw Title IV under the bus.
“Many more discretionary grants will be available for LEAs, however, for those that do not have grant writers or partnerships within the community, they do not stand a chance to receive these grants. Right now many of the SEAs and LEAs are trying to contact their legislators to save the Title IV program or offer ideas on how to revamp the program (it’s been needed for a while), but it will be an uphill battle. It seems odd that the feds would allow the current state infrastructure to crumble. We know that they do not provide the best technical assistance for LEAs that receive federal grants.”
