An anti-bullying bill, which Illinois Governor Pat Quinn is expected to sign shortly, is the latest in the country to specify protection for all students on the basis of their sexual orientation, gender identity, and expression.

So-called enumerated bills, these types of laws that spell-out in detail the type of bullying that’s not allowable, along with the students who are protected, are better at creating safe environments in schools, experts say.
